Citizens’ Charter CDCs’ National Consultative Conference

Ministry of Rural Rehabilitation and Development (MRRD), Independent Directorate of Local Governance (IDLG) and the Ministry of Finance (MoF) conducted the “Citizens’ Charter National Priority Program (CCNPP) “CDCs Consultative National Conference” at Loya Jirga Auditorium and Presidential Palace from 31st Aug to 2nd Sep 2019.  1400 representatives of the CDCs, high-ranking officials of MRRD, MoF, MoPH, MAIL, donors, media and civil society representatives participated at the conference.

The CDCs National Conference is held every two years within CCNPP, aiming to discuss the CDCs progress and achievements, evaluate the challenges and make better decisions to improve the service deliveries across the country.

In addition to the speeches and presentations, the conference included some practical group works by the participants where the members connected with each other, discussed CDCs affairs and presented their thoughts on improvement of specific areas of interventions. Further, the group work discussions would contribute to the future CCNPP roadmap and implementation plan. As a result, the participants prepared a comprehensive resolution which they shared with the President on the 3rd day of the conference at the Presidential Palace.

H.E Mujib Rahman Karimi, Minister of Rural Development and Rehabilitation speaking on the achievements of CCNPP in rural areas said: “So far more than 12,000  CDCs elected and implementation of 8500 development projects in 34 provinces are underway, 2,000 projects have been  completed and put to utilization, creating 14 million  working days for the people and in total 10 million people have benefited from CCNPP operations in the rural areas.” Mr. Karimi added: “Construction of 6,000 schools started as per the instruction of H.E President, so far, construction of 2647 school buildings is in progress in 17 provinces through EQRA, construction of 15 school buildings have been completed and we will be witnessing completion of school buildings on daily basis.” Mr. Karimi also added: “Currently, 1,530 MCCG projects are being implemented in 9 provinces that generated 9.4 million working days for rural residents, including IDPs and returnees. He continued that 7,700 grain banks worth USD 7.2 million have been established through communities’ contribution which have benefited 55,000 poor households so far.

Mr. Abdul Baqi Popal, Deputy Minister of Municipalities of IDLG, while welcoming the participants of the conference discussed the progress of CCNPP in the urban areas, stating that CCNPP has played a key role in improving the municipalities services. The program, with the citizens’ participation through CDCs has so far implemented more than 100 development projects in transport, sidewalks, streams, parks and livelihood projects for women in four major cities and it is expected that 500 other projects will be completed. These projects have had major economic benefits and impacts, reducing the gap between people and the government.

The Citizens’ Charter National Priority Program operations are monitored through inclusive mechanisms based on national and international standards to ensure transparency and accountability. MoF is responsible for coordination, facilitation and monitoring of the program and works closely with the line ministries, CDCs, media and civil society, in order to strengthen accountability and transparency between the CDCs and government.

About the Citizens’ Charter National Priority Program (CCNPP):

CCNPP is a national inter-ministerial program of government that was officially launched in September 2016 by H.E Mohammad Ashraf Ghani, the President of Islamic Republic of Afghanistan. The goal of this is to improve the delivery of core infrastructure and social services to participating communities through strengthened CDCs in 34 provinces across the country. The Charter is commitment to provide every community and city in Afghanistan with basic services, based on community’s own prioritization. Most of these services have clear minimum services standards that the government is committed to delivering to the citizens of Afghanistan.
