CCNPP National Workshop to Discuss Achievements and Coordination
09-10 February, 2019 – Ministry of Rural Development and Rehabilitation (MRRD) Independent Directorate of Local Governance (IDLG), Ministry of Finance and Citizens’ Charter National Priority Program (CCNPP) sectorial stakeholder ministries as the Ministry of Education (MoE), Ministry of Public Health (MoPH), Ministry of Agriculture, Irrigation and Livestock (MAIL)and provincial sectorial directorates with around 300 participants conducted a coordination workshop at Intercontinental Hotel in Kabul. The purpose of the workshop was to discuss the achievements, coordination, planning and implementation of CCNPP among stakeholders at the village, district, municipal, provincial and center level.
Discussion on the achievements, practical coordination in the implementation of CCNPP, working groups as well as Q&A session was part of the first day agenda. H.E Mujib Rahman Karimi, Minister of Rural Development and Rehabilitation speaking on the achievements of CCNPP in the rural areas said: “As of now, more than 10,000 CDCs are elected, more than 6,000 development projects are under implementation, hundreds of projects are completed, around Afs 13 billion is pledged for these projects, more than Afs 7 billions disbursed to the CDCs accounts and meanwhile, more than 9 million working days created for skilled and unskilled labors and more than 7 million people benefited around the country.” Mr. Karimi added that the Maintenance Cash and Construction Grants (MCCG) sub-program under CCNPP is also successfully implemented in 9 provinces with USD 33.3 million fund that has created around 3.6 million working days for around hundred thousand skilled and unskilled labors. He also continued that around 4500 grain banks have been established worth around USD 120,000 supported by the villagers, ten thousand households benefited from these grain banks as well as people have dedicated 93 Jeribs of agricultural lands that helps the sustainability of the grain banks.
Abdul Baqi Popal, Deputy Minister of Municipalities, speaking on the CCNPP achievements in the urban areas said: “so far 766 CDCs elected and implementation of 716 sub-projects are underway or completed with 25% contribution of the people, creating hundred working days for ten thousand people and in total 1.3 million people have benefited.” He also stated that the tax paying by citizens has increased by 26% in areas covered under CCNPP.
Based on the agenda, the Provincial Citizens’ Charter Management Committees (PCCMC) and Districts Citizens’ Charter Management Committees (DCCMC) for Kabul is planned to be established tomorrow. The purpose of PCCMC and DCCMC is to improve coordination and collaboration between the Community Development Councils (CDCs), stakeholders and partners at the district and provincial levels. PCCMC and DCCMC are comprised of representatives from Provincial Rural and Rehabilitation, Education, Public Health, Agriculture, Irrigation and Livestock, and representatives from CDCs and are led by the provincial governors and district governors respectively. Establishment of PCCMC and DCCMC will further enhance coordination between relevant provincial and development councils, and will facilitate service delivery. Major community problems, which are beyond the scope of development councils, are discussed and resolved by PCCMC and DCCMC.
