Citizens’ Charter Management Committees Established in Badakhshan, Helmand and Zabul

01 December, 2018 – The Provincial Citizens’ Charter Management Committees (PCCMC) and Districts Citizens’ Charter Management Committees (DCCMC) were established in Badakhshan, Helmand and Zabul provinces recently, aiming to improve coordination and collaboration between the Community Development Councils (CDCs), stakeholders and partners at the district and provincial levels. PCCMC and DCCMC are comprised of representatives from provincial rural and rehabilitation, education, public health, agriculture, irrigation and livestock departments and representatives from CDCs, led by the provincial and district governors respectively.

Establishment of PCCMC and DCCMC will further enhance coordination between relevant CDCs and provincial administrations to facilitate the provision of services for the citizens. Major challenges and problems at the communities, which are beyond the scope and authority of the CDCs are resolved through PCCMC and DCCMC at the district and provincial level.

The PCCMCs and DCCMCs were also previously established in Herat, Kandahar and Badghis provinces and will be extended to the rest of the provinces across Afghanistan soon.

It is worth mentioning that the Citizens’ Charter National Priority Program (CCNPP) is an initiative of the Government of Afghanistan. The goal of this cross ministrial program is to improve the delivery of core infrastructure and social services to participating communities through strengthened CDCs in 34 provinces across the country. Most of these services have clear minimum services standards that the Government is committed to delivering to the citizens of Afghanistan

CCNPP provides services related to clean drinking water, education, health, access to primary roads, waterfalls, water siphons and storages, electricity provision (renewable energy) and other minimum service standards in the rural areas.
